Underpinning academic work:

Illiteracy, unemployability, inequality, and marginalisation was the fate of most deaf people in South Africa until 25 years ago. Each day without accessible language impacts on cognitive, linguistic and socio-emotional development; each day at school without effective learning and teaching, is one step closer to matriculating functionally illiterate, which had become a trend. This is most definitely a breach of the human rights.
